Yesterday, the reporter learned from the National Standardization Administration that the "National Standard for Special School Bus Safety" has been approved and issued, and will be implemented on May 1. The national standard for school buses stipulates that the maximum number of passengers for kindergarten school buses shall not exceed 45, and the maximum number of passengers for primary and secondary school buses shall not exceed 56. The issue of whether school buses must have "long noses" has been a concern, but the national standard does not make a mandatory requirement. The number of passengers on a school bus for children is limited to 45. The "National Standard for Special School Bus Safety" includes the "Technical Conditions for Safety of Special School Buses" and the "Strength of Student Seat Systems and Vehicle Fixings of Special School Buses". It is applicable to special school buses used by children aged 3 and above in kindergarten and those receiving nine-year compulsory education. These two national standards define the technical indicators and test methods for school buses and seat systems, and pay more attention to vehicle safety performance, humanized vehicle configuration, and operability of vehicle safety management. The maximum number of passengers in a school bus for infants shall not exceed 45, and the maximum number of passengers in a school bus for primary and secondary school students shall not exceed 56. No longer forced front engine The draft for comments was previously revised by Zhengzhou Yutong Bus Co., Ltd., the Bus Branch of the China Highway Society, and the China Automotive Technology Research Center. Zhengzhou Yutong Bus became the author of the new school bus standard, advocating the transplantation of the American "long-nosed" school bus, but many bus manufacturers believe that copying the American standard is not suitable for China's national conditions. Yutong Bus intends to raise the production standards of school buses and suppress competitors. Experts believe that "long-nosed" or "flat-nosed" should not be used as a restrictive standard. Compared with "long-nosed" school buses, "flat-nosed" school buses first have a good field of view, secondly a large space, and most importantly, a smaller turning radius. In the new standard that is about to be implemented, this controversial issue has changed, stipulating that "a collision safety structure should be installed at the front of special school buses". If the front collision performance of large and medium-sized special school buses is not lower than that of the front engine structure, the engine layout form may not be restricted. Adding internal and external vehicle monitoring systems The draft for soliciting opinions proposes that school buses should be equipped with driving recorders with satellite positioning functions. The display part of the driving recorder should be easy to observe, and the data interface should facilitate the ***ion and removal of mobile storage media. In addition to this content, the new standard also explicitly adds that special school buses should be equipped with in-vehicle and out-vehicle video surveillance systems. The in-vehicle surveillance system should be able to monitor the driver's behavior and the conditions of the in-vehicle passage; the out-vehicle surveillance system should be able to monitor the conditions in front of the vehicle and outside the passenger door. The new national standard has a certain transition period. Products that have obtained permission or passed certification will begin to implement it from the 13th month from the date of implementation of this standard. ■Reaction >>Experts are more important for school bus supervision Jia Xinguang, a senior automotive industry expert, said that the safety technical requirements for school buses announced this time are not actually high, and most bus manufacturers can meet this technical standard. Jia Xinguang said that school buses should be a separate concept. Although bus manufacturers can meet this technical requirement, it does not mean that all vehicle manufacturers can produce school buses. For example, in the United States, only four car companies produce school buses. At present, there are more than 120 vehicle manufacturers and more than 900 car modification manufacturers in my country. If many manufacturers can produce school buses, the school bus market will be very chaotic, which will be detrimental to school bus management. He emphasized that the number of school bus manufacturers in my country should be limited to 10 or less. Cui Jiyong, deputy director of the National Office of Traffic Safety Education for Primary and Secondary School Students, believes that in addition to the safety issues of school buses themselves, supervising school buses is also a difficult problem. The recent school bus accidents are more of a "human problem" than a "problem with the car", mostly due to school bus overloading, speeding or improper driving by the driver. ■Other standards ☆Car body School buses are divided into light-duty special-purpose school buses and large and medium-sized special-purpose school buses. The former has a length greater than 5 meters and less than or equal to 6 meters, while the latter has a length greater than 6 meters and less than or equal to 12 meters. ☆Interior There should be no holes inside or outside the vehicle that could easily trap the fingers of infants and primary school students. Interior trims should be firmly fixed to the vehicle and should not have sharp corners, edges or burrs that could cause injury. Steps should not be too high, handrails must be provided for boarding and alighting, and the passages must be flat and non-slip. ☆ Seat The seats and partitions must be softened. Each adjustment system and displacement system of all seats should be equipped with an automatic locking device. After the dynamic test, the adjustment system and locking system of the seat are allowed to deform and partially break, but not to fail. ☆Parking School buses should have clear red markings on the outer surface of the rear panel, in an area that can be seen when vehicles behind approach. The words "Please Stop and Wait" and "When the Stop Sign is Extended" should be displayed.
